The model of reporting in case of DRAP and most of the countries around the world called "centralized model" as all pharmaceutical market required to share their events to one central hub of the authority,so in your facility you should own your repository which contain all information inside your facility(called L4) and required to share all traceability info to the DRAP central hub( Called L5)
