Adoption baseline, barrier removal & compliance conversion

About

𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐈𝐧𝐭𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐨𝐧 The TraceHub T&T Adoption Accelerator is a vendor-neutral program designed to help countries, regions, donors, regulators, and public-health stakeholders increase the actual adoption and compliance rate of Track & Trace systems. The program focuses on the gap between having a Track & Trace system available and achieving real market adoption by manufacturers, importers, distributors, warehouses, pharmacies, healthcare facilities, and public-sector entities. TraceHub program acts as an adoption enablement layer that identifies why targeted stakeholders are not adopting the system, provides tailored support to remove adoption barriers, and tracks each actor's progress until they become operationally active and compliant. 𝐇𝐨𝐰 𝐭𝐡𝐞 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐖𝐨𝐫𝐤𝐬 The program follows a structured adoption flow: 1. Define the target stakeholder universe Identify all stakeholders expected to comply with Track & Trace requirements across the country, region, product category, or supply-chain scope. 2. Measure the current adoption and compliance rate Assess the current status of each stakeholder and determine how many are aware, registered, technically ready, integrated, operationally active, or compliant. 3. Define the target adoption rate Agree with the program owner on the required target adoption and compliance rate within a specific timeframe. 4. Map stakeholders across the adoption pipeline Position each stakeholder within the adoption journey: identified, aware, registered, technically ready, integrated, operationally active, compliant, and sustained. 5. Identify gaps and root causes Determine why each stakeholder or stakeholder group is not progressing toward compliance. 6. Classify stakeholders by gap segment Group stakeholders based on the main barrier preventing adoption, such as: • Knowledge or training gap • Technical issue gap • Software and/or machine adoption gap • Data integrity gap • Operations and SOP gap • Financial gap 7. Design corrective actions and facilitation plans Define the required support for each segment, including awareness, training, technical advisory, vendor requirement support, SOP consultation, data improvement, or business case development. 8. Execute targeted adoptions Deliver the planned support activities to move each stakeholder from their current stage to the next stage in the adoption pipeline. 9. Run adoption pipeline reviews Regularly review stakeholder progress with the program owner, regulator, donor, or sponsoring entity. 10. Measure compliance conversion Track how many stakeholders have moved from non-adoption or partial adoption to verified active compliance. 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐈𝐦𝐩𝐚𝐜𝐭 The TraceHub T&T Adoption Accelerator helps Track & Trace programs move from system availability to real adoption and measurable compliance. It provides impact by: • Increasing the number of compliant stakeholders. • Improving the adoption rate across the supply chain. • Identifying the real reasons behind non-adoption. • Providing targeted corrective actions instead of generic training. • Supporting stakeholders based on their actual gap segment. • Reducing delays caused by technical, operational, data, or financial barriers. • Helping stakeholders communicate their needs clearly to vendors or internal teams. • Creating transparency for program owners, regulators, donors, and sponsors. • Linking facilitation or financial support to real compliance commitments. • Providing measurable reporting on compliance conversion.
