Any Authority planning a national pharmaceutical hub goes through the same thinking sequence. Should start with Architecture & Standards .. not Technology.
𝟏. 𝐒𝐭𝐚𝐫𝐭 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐬𝐭𝐚𝐧𝐝𝐚𝐫𝐝𝐬, 𝐧𝐨𝐭 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐬𝐨𝐟𝐭𝐰𝐚𝐫𝐞
GS1 is the constitution the hub is built on. If the standards are agreed first, every vendor, manufacturer, distributor and pharmacy speaks the same language from day one.
𝟐. 𝐃𝐞𝐟𝐢𝐧𝐞 𝐞𝐯𝐞𝐫𝐲𝐭𝐡𝐢𝐧𝐠 𝐢𝐧𝐬𝐢𝐝𝐞 𝐭𝐡𝐞 𝐬𝐮𝐩𝐩𝐥𝐲 𝐜𝐡𝐚𝐢𝐧
Before any data can move, everything in the ecosystem needs an identity:
🔹 𝐆𝐋𝐍 for every organization and every physical location: manufacturer, importer, warehouse, distributor, pharmacy, hospital.
🔹 𝐆𝐓𝐈𝐍 for every pharmaceutical product identified inside the supply chain
This is the 𝒎𝒂𝒔𝒕𝒆𝒓 𝒅𝒂𝒕𝒂 𝒍𝒂𝒚𝒆𝒓. Everything else depends on it being clean.
𝟑. 𝐃𝐞𝐜𝐢𝐝𝐞 𝐭𝐡𝐞 𝐦𝐨𝐝𝐞𝐥
🔵 𝐕𝐞𝐫𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧 The question is: 𝒊𝒔 𝒕𝒉𝒊𝒔 𝒑𝒂𝒄𝒌 𝒈𝒆𝒏𝒖𝒊𝒏𝒆 𝒂𝒏𝒅 𝒗𝒂𝒍𝒊𝒅 𝒕𝒐 𝒅𝒊𝒔𝒑𝒆𝒏𝒔𝒆 𝒓𝒊𝒈𝒉𝒕 𝒏𝒐𝒘? The hub holds the serialized identity of every pack and its current status: active, dispensed, expired, recalled, destroyed. A pharmacy scans, the hub answers yes or no, and the status changes. The hub does not need to know where the pack has been.
🟢 𝐓𝐫𝐚𝐜𝐞𝐚𝐛𝐢𝐥𝐢𝐭𝐲 The question is: 𝒘𝒉𝒆𝒓𝒆 𝒉𝒂𝒔 𝒕𝒉𝒊𝒔 𝒑𝒂𝒄𝒌 𝒃𝒆𝒆𝒏, 𝒂𝒏𝒅 𝒕𝒉𝒓𝒐𝒖𝒈𝒉 𝒘𝒉𝒊𝒄𝒉 𝒏𝒐𝒅𝒆𝒔 𝒅𝒊𝒅 𝒊𝒕 𝒎𝒐𝒗𝒆? The hub holds the full chain of custody. Every shipment, receipt, aggregation, transformation and dispense is recorded as an event tied to a location and a trading partner. The hub reconstructs the journey.

EPCIS is the GS1 standard for capturing and exchanging supply chain events. Same standard, different intensity by model:
𝐈𝐧 𝐚 𝐯𝐞𝐫𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐡𝐮𝐛, its use is lighter. Mainly commissioning and status events around the pack.
𝐈𝐧 𝐚 𝐭𝐫𝐚𝐜𝐞𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐡𝐮𝐛, it carries the full picture: shipping, receiving, aggregation, disaggregation, and dispense, each event carrying the four dimensions of what, when, where and why.
𝟓. 𝐒𝐒𝐂𝐂 𝐢𝐬 𝐭𝐡𝐞 𝐥𝐨𝐠𝐢𝐬𝐭𝐢𝐜 𝐮𝐧𝐢𝐭 𝐭𝐡𝐚𝐭 𝐦𝐚𝐤𝐞𝐬 𝐭𝐡𝐞 𝐦𝐨𝐯𝐞𝐦𝐞𝐧𝐭 𝐩𝐫𝐚𝐜𝐭𝐢𝐜𝐚𝐥
Nobody ships loose packs. Goods move in cases and pallets. SSCC identifies that logistic unit, and aggregation links the packs inside it to the case, and the case to the pallet.
In a traceability model, it is what makes the model workable at scale, because a shipment of 20,000 packs becomes one scan of one pallet instead of 20,000 individual reads.
