🔍 What Does the Regulation Establish?

The regulation defines the procedures for marking and tracking covered light-industry products throughout their circulation in Kazakhstan.

▪️ Unique Product Identification

Each covered product unit must carry a unique identification code represented by a machine-readable marking. The marking code consists of the product identification code and a verification code.

▪️ GS1 DataMatrix

The official rules define DataMatrix as an identification technology used within the marking system. The marking requirements include unique product identification and verification of the code.

▪️ Product Registration and Master Data

Manufacturers and importers must register covered products in the national digital marking and traceability system. The required product information includes:

▪️ Product name

▪️ Global Trade Item Number (GTIN)

▪️ EAEU Foreign Economic Activity Commodity Nomenclature code (TN VED EAEU)

▪️ Global Product Classification (GPC) code

▪️ Product type and other prescribed information

▪️ Marking Codes and Reporting

The connected hardware and software system must support the applicable exchange of information with the national system, including:

▪️ Obtaining marking codes from the operator

▪️ Reporting the use of marking codes

▪️ Reporting application of codes and rejected codes, where applicable

▪️ Reporting aggregation when aggregation is used

▪️ Reporting the introduction of products into circulation, their movement, and their withdrawal from circulation

Where the required hardware and software system is not available or is not integrated with the national system, the rules provide for submitting information through the system's personal account.

▪️ Aggregation

The regulation defines aggregation as linking individual consumer packages to group packaging and transport packaging, while preserving the relationships between the identification codes of the included products and their packaging.

▪️ Manufacturers and Importers

Manufacturers must mark products manufactured in Kazakhstan before their initial transfer to another owner or person for subsequent distribution or use, as specified by the rules.

Importers or authorized economic operators must ensure marking of products manufactured outside Kazakhstan before import into Kazakhstan or before placement under the applicable customs procedures for release for domestic consumption or re-importation.

▪️ Wholesale and Retail Operations

Wholesale participants must register and report the applicable product circulation events.

Retailers must register before conducting activities involving withdrawal from circulation and reintroduction into circulation. They must also have a cash register capable of recording and/or transmitting transaction data, a compatible scanning device, and the required arrangements for transmitting information about sold marked products.

▪️ Consumer Verification

The rules provide for a free mobile application developed by the marking system operator. The application will allow consumers to scan a product's identification code, obtain product information from the system, and report possible violations.

The government announcement identifies the application as Naqty Onim.

📄 Additional Regulatory Details

▪️ The regulation establishes requirements for manufacturers, importers, wholesalers, and retailers operating with covered products.

▪️ The marking and traceability system is operated through a national digital infrastructure.

▪️ Certain products covered by Article 8 of the EAEU Agreement on the marking of goods with identification means are excluded from these marking requirements.

▪️ The main provisions of Order No. 450 enter into force on November 14, 2026, while specified provisions enter into force on October 1, 2027.
