And which vendor can actually deliver it?
Not just on paper , but in this market structure, with these stakeholders, under this timeline.
An authority cannot simply copy another country’s Track and Trace model this is and expect the same results not even an option.
Every market is different ,with its own structure, objectives, stakeholders, regulatory environment, and operational realities.
Authorities are often asked to compare models, technologies and vendors while some of the advice comes from the very companies proposing the solution.
The risk is not only choosing the wrong technology.
It is choosing a model before the operating model is fully understood.
Writing requirements around available features instead of actual needs.
And entering implementation with assumptions that were never properly tested.
The missing piece is not more information.
The real question is:
Who sits on the authority’s side of the table , independently to help turn all that information into the right decisions?
What steps should the authority follow to make sure it is moving in the right direction, before selecting a model, defining requirements, or choosing a vendor?
